Put-in-Bay plans to import water for Labor Day weekend because of algae issues to prepare for an influx of visitors this Labor Day weekend. The blue-green algal blooms have been clogging filters in the village's water treatment plant, slowing down the treatment process at the height of the tourist season. Miller Boat Lines was transporting water to Put-in-Bay today. By tomorrow, 100,000 gallons will have been shipped to the island from the mainland this week to ensure an adequate supply.

case Monday in Chicago, Judge Robert M. Dow Jr. showed no signs of rushing into a decision. The judge's questions
reflected awareness of the DNA test's limits. "Could it have been from something that ate a fish?" the
judge asked about carp DNA found in water samples. Michigan assistant attorney general Robert Reichel acknowledged
a bird that ate an Asian carp could excrete carp DNA into the water. Sounds like this judge really knows his crap.
"Finding one Asian Carp in 10 months doesn't make the waterways a highway," Jim Farrell, an executive
director with the Illinois Chamber of Commerce, said Monday in a statement. Last week, the judge granted the City
of Chicago, the Coalition to Save Our Waterways and Wendella Sightseeing Company permission to participate in the
case, claiming its members' financial existence would be threatened by the lock closures.
Who knows, maybe they will run carp shooting charter on Lake Michigan in a few years.

Federal Court Scheduled In Asian Carp Suit - A hearing is scheduled in a multistate lawsuit filed by Michigan, Wisconsin, Ohio, Minnesota and Pennsylvania The suit demands tougher federal and municipal action to prevent Asian carp from decimating their fishing industry in the Great Lakes. The first hearing ends during the week of Aug. 30 in U.S. District Court in northern Illinois. The suit claims the U.S. Army Corps of Engineers and the Metropolitan Water Reclamation District of Greater Chicago are creating a public nuisance by operating locks, gates and other infrastructure through which the carp could enter the lakes.

Vermilion's Inland Seas Maritime Museum will close its doors soon when the Great Lakes Historical Society relocates to Toledo, Ohio. The lighthouse has become a symbol of Vermilion. The future of the Harbor View property is uncertain. The City of Vermilion, Main Street Vermilion and the Chamber of Commerce have joined together in a grassroots effort to save this historic landmark and to keep Harbor View a community use property. The Inland Seas Maritime Museum is now OPEN for the 2010 Summer Season! May 1st - September 30th, 2010; Monday through Sunday, 10 am - 5 pm. This might be the last chance to visit the museum during HBYC's Labor Day Trip to Vermilion. The new museum will be located on the banks of the Maumee River in Toledo, Ohio and they also expect to move the Willis B. Boyer Museum Ship to the same site.

Perseid Meteor Shower is expected to be visible this weekend from Sandusky. The peak number of showers occurs early in the morning each day. Face the general direction of north-northeast. The Moon is just a couple of days past new at the shower's peak, so there will be no moonlight to interfere with the faint meteors. Thursday August 12th - 10:00 PM (6 per hour) to Friday August 13th - 5:24 AM (74 per hour). On Friday August 13th - 10:00 PM (12 per hour) to Saturday August 14th - 6:58 AM (41 per hour). On Saturday August 14th - 10:00 PM (6 per hour) to Sunday August 15th - 6:46 AM (24 per hour).

HBYC results for the 2010 I-LYA Bayweek Regatta winners included - Greg Vanwyk Skipper of "Sparrow" a Beneteau 43, won a second place flag for cruising class. Crew were: Bob Brandt, Josh Klinger, Dennis Loper, Andy Pelhan, Greg Stipp and Al Parrell. Larry Hurst of "Waypoint" a Catalina 320, won a third place flag for JAM class. A 3-foot-long Asian carp discovered in a Chicago waterway near Lake Michigan appears to have spent most of its life there. Tests of chemical markers in the bighead carp suggest it was not a recent arrival to the waterway and probably did not get there by evading an electric barrier meant to prevent the species from infesting the Great Lakes. Tests on the bighead carp found in June were conducted at the University's Fisheries and Illinois Aquaculture Center. The analysis suggests it came from another waterway with chemistry similar to the Mississippi and Illinois rivers.

Ohio joined four other states, Michigan, Wisconsin, Minnesota and Pennsylvania and filed suit Monday with U.S. District Court in northern Illinois demanding tougher federal and municipal action to prevent Asian carp from overrunning the Great Lakes and decimating their fishing industry. The suit was filed. It accuses the U.S. Army Corps of Engineers and the Metropolitan Water Reclamation District of Greater Chicago of creating a public nuisance by operating locks, gates and other infrastructure through which the carp could enter the lakes. Despite being previously rebuffed twice by the U.S. Supreme Court, states have since had more time to develop evidence that the federal government is handling the situation so poorly it violates laws prohibiting interstate movement of harmful species. President Obama sided with Chicago's position on the issue to introduce a $78.5 million anti-carp boondoggle that focused on strengthening the electric barrier. In their lawsuit, the states call for closing the locks, more aggressive poisoning, placing nets and other barriers at crucial points and physically separating the Great Lakes and Mississippi River watersheds.

Sandusky received a $15,000 grant from the Ohio Lake Erie Commission
this month, for cleaning up and grading the Lions Park
shoreline by year's end. The preliminary plans are to open as a public beach made from pebbles. Lions Park is just
a few blocks west of Sandusky Harbor Marina and is presently a favorite swimming spot for many of our dogs whenever
a north wind is not blowing trash ashore. Let's see how long it takes until the No
Dogs Allowed signs go up along the shoreline.

Eileen Brandli of St. Charles, IL passed away. A funeral Mass for Eileen Brandli, 75, will be celebrated 10:30 a.m. Thursday, July 15, at St. Patrick Crane Road Church. An Asian carp was found for the
first time beyond electric barriers meant to keep the voracious invasive species out of the Great Lakes. Commercial
fishermen landed the 3-foot-long, 20-pound bighead carp in Lake Calumet on Chicago's South Side, about six miles
from Lake Michigan. Scientists and fishermen fear that if the carp become established in the lakes, they could
starve out popular sport species and ruin the region's $7 billion fishing industry. Asian Carp can grow to 4 feet
and 100 pounds and eat up to 40 percent of their body weight daily. There are no natural connections between the
lakes and the Mississippi basin. Over 100 years ago, engineers linked them with a network of canals and existing
rivers to reverse the flow of the Chicago River and keep waste from flowing into Lake Michigan. The Army Corps
of Engineers has already installed two electric barriers as the last line of defense and has plans to complete
another one this year. Joel Brammeier, president of the Alliance for the Great Lakes, said the capture highlights
the need to permanently sever the link between the Mississippi River and the Great Lakes.

Ohio authorities warn that they'll be cracking down on drunken boating as the busy Fourth of July holiday weekend approaches. Extra officers will be patrolling the state's waterways over the coming two weekends. In Ohio, boaters are in violation of the law they have a blood-alcohol level of .08 percent or higher. Last year, in the first nationwide Operation Dry Water campaign, officers across the country talked to some 17,000 boaters and arrested 238 suspected of operating while drunk.

The cruise to Leamington has been cancelled to to damage from the tornado. Four boats from HBYC are going to Pelee Island as an alternative for a weekend trip. This will be Chuck and Joann's last trip with the club before they move their boat to the Michigan. Goodbye - We will miss you! Thanks for everything you both have done for the club.

The annual invasion of mayflies on Lake Erie's southern shore has begun. The direction of prevailing winds as the insects emerge is the biggest factor that determines the concentration. Mayflies live only hours after they emerge from Lake Erie and they have no mouth or stinger. They're harmless, unless they gather in such abundance to make roads slippery. Mayflies spend their first two years of life as nymphs, burrowing beneath lake sediment and waiting for their wings to sprout. Most are eaten by fish before they even get out of the lake.

Aloha, a Catalina 320 from HBYC, completed the Mills Trophy Race sponsored by Toledo Yacht Club. Skipper Keith Weinman and crew, Wanda Weinman, Paul Baird, Jeff Bisenburg, Rick Wessel, and Don Petsch crossed the finish line at 1:39 am this morning for a 5th place finish for JAM D Class with a corrected time of 5:13:35. The actual time for Aloha was 6:59:32 for the 38.06 nm President's Trophy Course from Toledo to Middle Sister to South Starve Island Reef Light to Ballast Island to the finishing line on South Bass Island.

Leamington Marina, was heavily damaged by a Tornado. Three of the docks were moved when the mooring chains broke underwater. A boater who spent the night on his vessel moored at the municipal marina reported being lifted and moved with the floating dock 14 feet to the east during the storm. The marina expects to re-open this weekend. According to Ronan, the marina manager, they will be ready for the HBYC cruise on 6/18/10.

Dogs from HBYC took their owners on a weekend cruise to SeaWay Marina. Zoe, Sailor, Annie, Merlin, Sadie, Reggie, Hannah, Mali, Sunny, and Chloe all enjoyed Swimming, running the beach and grass field, fish jerky on the shore, but the mud puddle was especially fun. During the event, a group of six from HBYC was stopped returning to the marina in a golf cart by the Kellys Island police for a open container violation. After a short investigation it was determined that Ohio beverage law does not cover barbeque sauce. Greg also proclaims his innocence as the container was unopened and besides it was Sherry's sauce. Later on that same evening, at the Casino bar, Mike's guest Joe, was also questioned on suspicion of carrying an unlicensed bottle of hot sauce.

Six fishermen were ordered to pay more than $16,000 in fines,
had their boats siezed, and are barred from fishing for three years. The men were from Tennessee and Georgia. They
caught 141 more than the legal limit of smallmouth bass near South Bass Island.

The Lake Erie Watersnake, a harmless species once threatened with extinction, has rebounded to the point that the U.S. Fish and Wildlife Service has proposed with a rule published June 1, 2010 in the Federal Register to remove the snake from the list of federally endangered and threatened species. Lake Erie watersnakes inhabit offshore islands in western Lake Erie in Ohio and Ontario. The Service said the Lake Erie watersnake has responded well to measures aimed at restoring its population and eliminating or reducing threats to the snake. The annual invasion of midges or muffleheads is underway. The swarm usually lasts a few weeks unit they lay eggs in the water and die. These non-biting midges are another sign of a healthy Lake Erie. The muffleheads are annoying and leave those green spots on our boats, but they pose no health threat to humans and are a vital part of the the diets of many area fish.

The first of an advanced new fleet navigation satellites called GPS 2F-1, was launched into space. Boeing is slated to build a dozen Block 2F satellites to replace the current orbiting birds as they age, keeping the navigation signals going strong for years to come. The new GPS 2F-1 is a solar-powered satellite designed for a 12-year mission. It has twice the signal accuracy of previous navigation satellites and is equipped with a new signal capability for more robust by civilian and commercial aviation applications. The satellite uses the U.S. military's "M-code" and variable power to increase its resistance against jamming during warfare.

The Buoys have been removed from the Sandbar. The Ohio Division of Watercraft will no longer be marking the edge of Sandusky Bay's Baypoint Sandbar with buoys to warn boaters of the shallow water in the area. The state claimed they were no longer capable of placing buoys that would remain in place. They placed the blame on the current and rough water caused by strong Northeast winds.

Conservation groups have sued the Ohio EPA in an effort to force the U.S. Army Corps of Engineers to stop dumping dredged material into Lake Erie. The groups are challenging "open-lake dumping", because it damages fish habitat and exacerbates harmful algal blooms.

Our first race is fast approaching. Again this year Harbor Bay Yacht
Club will sponsor a summer sailboat race series. The series will consist of eight races on Sandusky Bay. Only five
of the eight races are needed to qualify for an award. This is an open series. You do not have to be a member of
Harbor Bay Yacht Club to race. PHRF handicap ratings will be used to rate all boats. If you do not have a PHRF
Certificate, a rating will be assigned from the Lake Erie or US Sailing Handicap listings.
Sailing instructions, Course Diagrams, and Registration Forms are available on the HBYC website and at the skipper's
meetings. Skipper's meetings will be at 10:00 A.M. at the Sandusky Harbor Marina's north pavilion on race day.
The races will start at 12:00 noon.
The registration fee for the series is $25 for HBYC members and $40 for non members. If you are interested in crewing
or learning more, come to a skipper's meeting at the north pavilion on race days and volunteer to crew on a boat.
Skippers are always looking for crew.

It might be time to sharpen your pencils and break out the old navigation
charts soon. Intelsat announced it had lost
control of its Galaxy 15 satellite that hosts
the WAAS transponder used to determine aviation GPS vertical elevation. Failure
is imminent by mid-May 2010 and service will be disrupted for only aviation GPS users in northwest Alaska. The
rest of the WAAS service area will operate normally but with only one satellite remaining and no backup. Fortunately
the vertical elevation for marine navigation does not usually change unless the vessel sinks.
The impending failure of this satellite comes at a time when there are questions about the regular GPS constellation.
The U.S. Government Accountability Office has said that many of the older satellites currently in use could reach
the end of their operational life faster than they can be replenished, resulting in a drop below the number of
satellites needed to meet some GPS users' needs, as early as this year. I can't help but wonder about the Federal
budget priorities for marine GPS, when even aviation is not adequately funded. It seems it was only a few months
ago the FAA had proposed to eliminate radar in favor of GPS transponder based "NextGen"
traffic control.

The Greater Cleveland Boating Association - GCBA has started a petition drive to - Reject the Distribution of E15 Marine Fuel - the petition asks the U.S. Environmental Protection Agency to REJECT any petition for a waiver of the Clean Air Act to allow distribution of E15. They also urge comprehensive scientific studies be undertaken to identify the full effects of mid-level ethanol blends on the safety and operability of millions of existing marine engines in America's recreational boating fleet.

A six-week sampling operation beginning in mid-February was conducted
by the Illinois DNR, the U.S. Fish and Wildlife Service and the U.S. Army Corps of Engineers. Their crews set more
than 5 miles of netting in the main channels of the Chicago Sanitary and Ship Canal, the Des Plaines River and
other waterways, plus barge slips, marinas and other likely Asian carp hideouts.
The mission found no Asian carp near Chicago, suggesting few if any have eluded an electric barrier designed to
block their path to Lake Michigan. The barrier's effectiveness is a key issue in the debate over whether to close
shipping locks in the waterways to keep the invasive carp from entering Lake Michigan. The U.S. Supreme Court last
week refused for a second time Michigan's request to order the locks closed.

The Ohio Division of Wildlife set limits that will go into effect on May 1, 2010. The walleye bag limit from May 1, 2010, to Feb. 28, 2011, will be six. That is unchanged from last year. Also the same is the bag limit of four walleyes during the months of March and April. A 15-inch minimum size limit is in effect during the entire year. Anglers will be able to keep five more yellow perch in the Western Basin, beginning May 1. Last year, because the quota had been cut, the limit west of the Huron lighthouse was 25. That's still the law through April 30, but after that the bag limit for Ohio's entire portion of Lake Erie returns to 30.

Wind Turbines in Lake Erie? - Sailing off Cleveland could become more challenging by 2012. Lake Erie Energy Development Corp. is seeking developers to build eight 260 feet high wind turbines in the lake at an estimated cost of $100 million. The turbines would be clearly visible three miles out from Cleveland's shoreline. Key permits are needed from federal and state wildlife officials. A task force expects to spend $350,000 to count birds and bats during spring and fall migration, using radar and acoustic devices. The project is supported by U.S. Sen. Sherrod Brown, "Lake Erie is ready to be home to the first offshore wind turbines in fresh water. The Lake is shallow enough to support offshore wind turbines". The proposed wind turbines would have a combined capacity of 20 megawatts and produce electricity that would cost 23 cents per kilowatt-hour without government subsidies, compared to 6 cents per kilowatt-hour for coal generation. Another proposed project for Ontario, with a 1,400-megawatt capacity, would build wind turbines off the shores of SourthPort, Kingsville, and Leamington has already encountered resistance from a group called Citizens Against Lake Erie Wind Turbines.

The American Sail Training Association has partnered with Great Lakes United to bring a fleet of international tall ships to the Great Lakes. They are scheduled to be in Cleveland Harbor to start the "Cleveland Tall Ships Festival" Parade of Sail at 4pm on Wednesday, July 7, 2010. Three ships will be providing 1.5 hour sails each day. The vessels will be available for boarding on Thursday, July 8th thru Sunday, July 11th from 11:00 a.m. to 6:00 p.m. with the purchase of a $14 ticket. The expected vessels include the following tall ships: Amistad, Appledore IV, Appledore V, HMS Bounty, Denis Sullivan, Europa, Lynx, Niagara, Pathfinder, Playfair, Pride of Baltimore II, Roald Amundsen, Roseway, and Unicorn. You may also catch a glimspe of some of these vessels sailing on Lake Erie on Monday July 12th heading towards their next port of call at Bay City, Michigan July 15-18.

Lake Erie catch limits announced - The Great Lakes Fisheries Commission’s Lake Erie Committee announced today the 2010 Total Allowable Catch for Lake Erie. The
walleye TAC is 2.20 million fish, a 10 percent reduction from 2009’s TAC of 2.45 million fish. The 2010 yellow
perch TAC is 13.14 million pounds, a 9 percent increase over the 2009 TAC, reflecting good hatching success and
recruitment by yellow perch over the last few years.
Further apportionment of these TACs among sport and commercial interests in Ohio will be announced later. Using
this data and the new bag limit charts developed by the Division of Wildlife, it appears that Ohio’s walleye bag
limit will stay at six per day during May through February and four per day during March through April. The increased
perch TAC should give the Western Basin a 30-fish bag limit again.

The federal government plans to spend $2.2 billion to clean up pollution in the Great Lakes and halt the spread of invasive species over the next five years. This plan marks a "significant investment" in fighting some of the biggest environmental threats to the nation's largest freshwater lakes. The EPA will use the money to prevent beach pollution, clean up toxic hot spots, and fight Asian carp and other invasive species. The plan also takes a "zero tolerance" approach to invasive species such as Asian carp, which could crowd out native fish and imperil the Great Lakes fishing industry if they reach Lake Michigan.

Circle Loop? A $78.5 million dollar federal plan to keep Asian carp from becoming established in the Great Lakes is drawing criticism from diverse
groups that say the proposed temporary closure of the locks in Chicago area canals will disrupt
the economy without stopping the spread of aquatic invaders. The federal carp control framework states that a plan
for how to change canal operations to minimize carp movement should be developed by early March for possible implementation
by April 30. Other actions that are either already taking place or are planned to begin by mid-May include using
chemicals, electro fishing and netting against the carp in areas where eDNA has been found, more eDNA sampling,
and the construction of barriers to keep fish from moving between the Des Plaines River and the Illinois and Michigan
Canal into the Chicago waterway system.

to a 2-0 victory. BMW ORACLE Racing’s trimaran, USA, powered by the largest wing sail ever built, proved to be
the faster of the two multihulls, overpowering Alinghi’s catamaran in both races.

USCG to Terminate all Loran-C Transmission as of February 8, 2010 - In accordance with the 2010 Department of Homeland Security (DHS) Appropriations act, the US Coast guard will terminate the transmission of all US Loran-C signals effective 2000z February 8, 2010. At that time, the US Loran-C signal will be unusable and permanently discontinued. This termination does not affect US participation in the Russian-American or Canadian Loran-C chains. US participation in these chains will continue temporarily in accordance with International agreements.
